With the rapid economic development, the political reform and the handover, the Hong Kong society who has always been indifferent to the Civic awareness, commences a wave of civic education in the community. Hong Kong Government has twice issued the "Guidelines on Civic Education in Hong Kong" in 1985 and 1996 (referred to as the "85 Guidelines" and "96 Guidelines"), not only triggering a hot issue in the community, but also laying the basic framework of the theory and policy on Civic Education in Schools in Hong Kong. Under the guidance of these two documents, the school civic education in Hong Kong has experienced a period of evolution in the colonial education before 1985, the struggle transition from 1985 to 1996, as well as the compromise adjustment after the year of 1997. In the course of this evolution there also reflected the characteristics from the subject-based, participatory citizenship of people to re-adapt to the country, from a-nationalism to the prevalence of the concept of nationalism and patriotism, from the colonial nature and the alienation to the concept of democracy and human rights, and from no civic education to the establishment of the system of civic education.This paper will card the history development of school civic education on the view of the evolution points, and analysis the background characteristics and motivation combined with the background of the times, which is needed by the Mainland in the exploratory stage and provides a lot of useful insights to the mainland civic education.
