With the speed up of globalization and the coming of knowledge economy times, 'human resource' has been paid more and more attention to by countries all around the world. In the past years, universities all over the country have all put much effort on talents recruitment. Meanwhile, some problems also showed up during the process and have affected the on going of universities' overseas talents recruitment. So it is time for us to think over the whole process.This paper focuses on the risks universities may face during the recruitment of overseas talents. Based on the theory of risk management and the specialty of human resources management in universities, the research has three main parts, including risk identification, analysis on risk elements and the establishment of risk management system.First, by collecting and analyzing on the facts and materials of overseas talent recruitment in universities, this paper identifies the risks universities may encounter from academic, operational and cultural perspectives. Especially analyzes the risks in overseas talents' teaching and research, universities' operational, academic and cultural environment.And then, this paper figures out the elements that may cause the risks from three main levels. The institutions of talents' entry, evaluation and exit are the risky elements in universities' internal system. From external environment level, the lack of excellent talent and disordered talent market are two main risky causes. And the utilitarianism, lack of overall consideration and bureaucracy in universities are the risky elements from internal culture level.Based on previous research and analysis, this paper tries to provide a vision on the establishment of risk management system, including necessity, strategic principles, procedures, system design, necessary environmental conditions and the difficulties according to the specialty of universities, hoping that these thinks and suggestion can be used for future reference by China's universities.
