With the rapid development of computer and network technology, more and more students choose to study under the network environment, and more and more courses display through the network, it is evident that E-learning is gradually becoming the mainstream of 21st century learning. The learning under the network environment is a kind of self-regulated-based learning. Through literature study we found that our country's learners' self-regulated learning ability is generally low, and the lack of self-monitoring capability is one of the root causes of the low E-leaming quality. In order to improve the quality of E-learning fundamentally, it is necessary to provide help and support to learners for their self-monitoring under the E-learning environment, which will enable learners learning independently under the network environment to do better in the implementation of self-control, and gradually form a good independent learning habits.This paper is based on the analysis of the context above. Our purpose is to analyze the key point of self-regulated learning under the network environment, self-monitoring, through study the definition and process of self-regulated learning under the network environment. And then through analyze the process of self-monitoring; it believes that the self-regulated learning behavior is the necessary input information. The building of self-regulated learning behavior system and self-regulated learning behavior level towers provide a theoretical basis for the classification of self-regulated learning behavior. On the basis of the classification of self-regulated learning behavior, we discussed the monitoring strategies for self-regulated learning behavior, and then we designed a toolbox whose aim is to help learners effectively implement self-monitor, in order to reflect the "independent" nature of self-regulated learning and help learners form a good habit of self-regulated learning gradually.Whole thesis is divided into five chapters: chapter 1 studied the definition and process of self-regulated learning under the network environment, and on the basis of which it realized that the key process of self-regulated learning was self-monitoring, and then through the comprehension of monitor, it analyzed the relationship between self-regulated learning behavior and self-monitoring, and believed that the self-regulated learning behavior is the necessary input information for the implementation of self-monitoring under the network environment; through the second chapter of the definition of independent study and the analysis of the new features of learning behavior, it built a self-regulated learning behavior system and a self-regulated learning behavior level tower model on the basis of action theory and the conversation model of learning process; Chapter III, on the basis of self-regulated learning behavior system and the self-regulated learning behavior level tower, it studied the classification of self-regulated learning behavior in detail, that is ,from the static the perspective of self-regulated learning under the network environment, the self-regulated learning behavior would be divided into cognitive behavior and conduct exchanges, and from the dynamic perspective it would be divided into actions from low to high of three levels: operational, information exchange, learning objectives; Chapter IV based on the nature of self-regulated learning and on the classification of the self-regulated learning behavior under the network environment provided the learners some self-monitoring strategies to help and support them effectively self-monitor their self-regulated learning process, at the same time some direction of self-regulated learning behaviors are discussed; Chapter V based on the nature of self-regulated learning and self-monitoring strategies, it designed a toolbox aimed at supporting and helping learners' implementation of self-monitoring, and then it described the basic functions of the toolbox and constructed the system structure primarily.
