Dandong Higher Vocational Education Development Strategy

The social economic development has brought structural changes in the need of human resources, and it has formed a structural demand in human resources in a given economic area. Education as a tool in social continuation and development has to suit the social development, especially the economic development. The vocational education, which has a close relation to the economy is highlighted. The higher vocational education is one of the important parts in higher education in China, which includes both higher education and vocational education, but the higher vocational education belongs to a higher level. The qualified graduates from the higher vocational education will fit for the positions which require higher scientific technology in the new and hi-tech industry. Those graduates will be more capable in technical application and innovation. How to set up specialities and courses according to the regulation in the regional industry structure and the structural changes in the employment? How to set up a suitable structure in higher vocational education according to the technical structure in the regional industry? Those are the key points that the higher vocational education will fit for the structural regulation in industry, the changes in employment structure, the requirement in technical structure and applied personnel in the front lines of management and production. The two basic points are the regional economy and the life-long education for the regional higher vocational education to develop its science according to the present development situation and the research of the development in higher vocational education in Dandong. Dandong is the important link in the economic circle of the northeast Asia and"the economic circle around the Baohai Sea". Dandong is also the point to connect Europe and Asia in terms of a bridge, a convenient outlet to the sea for the three provinces in the northeast of China, an important point to connect the Korean Peninsula and one of the important parts along the five-point-one-line project in Liaoning province. Those features, which the other areas do not have, increase the need to develop the regional vocational education, such as the advantages of Dandong Seaport and its hinterland, the development of the seaport area industry; the advantages of the development in export processing and modern logistics; the advantages of the regional foundation of industry and its production chains in terms of automobiles and the spare parts, the IT, textile and garment, refined chemicals and so on; the advantages of special tourism resources along the border and the development of the tourism industry and the modern service. This paper tries to raise its viewpoints in the development of the higher vocational education in Dandong area through the research in the relationship between the situation of the regional higher vocational education development, its relative issues and its regional economic development.
