Along with the deepening of economic globalization and knowledge economy development, human resources are gradually replacing land, energy and other material resources, to become the most important strategic resources which will boost the development of national economy. As a result, the exploitation of human resources will be essential impetus to the national, regional and enterprise development.In this paper, the writer takes the theory of the educational productivity which is branch of Marxist Theory as a guide, absorbs some theory of human capital and economic growth from Western Economics, and points out that education and economy are both the foundations of modern society development, and the two foundations are highly related, based on the sum of the experience of higher education at home and abroad in promoting regional economic development. Economic development provides the material basis for the development of education, deciding the variety of scale, speed, and structure of education, while education increases labor productivity and promotes scientific, technological and economic development. After the discussion of a two-way causal relationship between education and the economy, this paper, on the basis of the historical data relating to higher education and economic growth of Jilin Province, in the terms of the discipline composition of the college education and the professional needs of the local economy, the traditional teaching model and social practice, college structure and layout of regional economic development, the employment of college students and regional human resources needs, analyses many factors such as geographic conditions, natural resources, human resources, finance and capital elements, scientific and technological resources, industrial structure, institutional environment, and attempts to give an analytical framework to make a regional economic development strategy, so as to provide direct reference for the relevant government departments at all levels and research institutes in the formulation of regional development strategies. Finally, on how to improve higher education's contribution to regional economic development, the writer puts forward four proposals which are changing ideas, optimizing structure, improving guarantee, characterizing teaching.The process of writing this paper has referred to the theory and research results of many experts and scholars at home and abroad. Due to the limited capacity of the author, the text may have many shortcomings and inadequacies. I cordially urge the tutors to give some valuable advice.
