The implementation of these policies espacially treatment policy have important role for the construction of teacher and the development of education in rural area.But compared with the teachers in urban,the gap of teacher treatment in county still exist,the problem of treatment of teacher in countryside is related to the elementary education management system,the finacial system,the policy execution,policy itself as well as policy vicissitude.On the foundation of the analysis of the treatment problem, the auther gave counter policy suggestion of the investigation in P county at the angle of salary,welfare, favored treatment and individual right in the last part of the essay.
