United Nations Educational, Scientific and Cultural Organization points out in the article Learning to survive --Education World of Today And Tomorrow that the elementary education should give the student the pass to move towards the life. The education content will be supposed to develop the interest of study, the desire of seeking knowledge as well as the pleasure to accept lifelong education. In the future education for all-around development under the big environment and the new turn of the revolution of foundation curriculum, the development of learning ability (LA) has become the most important task. Raising and developing learning ability by teaching is the significant topic.This article elaborated the significance of developing student's learning ability, discussed the connotation of learning ability on the discussion and analyzed the structure and of chemistry learning ability integrant part. The high school chemistry learning ability consists of the knowledge skill, the strategy and the emotional values. It regards the learning motivation, the ability of cognition and innovation, the cooperative contact ability and the psychological regulation ability as its core.By analysing the learning ability of the students in the high school and according to the questionnaire interview and many other kinds of research, the author has investigated the present situation of the learning ability of high school students and the factors which affect the development of students learning ability. Based on this combination of relevant educational theory, the strategy of training and developing the students' learning ability in the chemical classroom has been raised: stimulating study motivation are premise ; the attention of process teaching, construction of the cognition structure are the foundation; strengthening the experimental teaching and improving the innovation ability are the core of LA; enhancing cooperation awareness and promoting communicative ability are manifesting; the reform of appraisal mechanism and the enhancing psychology regulation ability are the safeguard.Based on the above strategies, the author attempted to utilize the educational model of "the guidance as soon as inquired into an innovation" which has been improved and revised in the experiment. Through a year of teaching experiment, by using the methods of result test, observation and questionnaire, the author carried on the appraisal to the experimental effect. The experimental result had indicated that choosing the above educational model in the high school chemistry classroom, students' way of study has been transformed; the students' cognition ability, the innovation ability and the cooperation ability have been enhanced a lot. As a result, the students learning interest and level have also been enhanced. In this way students' LA has been greatly improved and developed. The research has obtained good effect.This article has conducted the exploration research in two aspects of theory and practice, hoping it can provide the beneficial model for the teachers in middle schools and can provide certain theory reference for chemistry educational reform. Certainly, because of the limited teaching time, this research also waits for further development and improvement.
