With the development of socialist market economy and urbanization, the Chinese surplus labor force in rural areas is flowing to the urban areas, resulting in a special social group, that is, the mobile youngsters, children of mobile population. The education of these youngsters has become a major concern in present society. As a new future citizen group, the mobile youngsters will determine the human quality and competitive advantage of cities to some extent. To pay attention to the education of these youngsters today amounts to concerning the hope of cities of tomorrow. Throughout the whole process of policy changing in education of mobile youngsters, the rationale that mobile youngsters should be given "equal education" has become a key guideline in many policies. But there still exist inequalities in mobile youngsters' entering schools and receiving education. Nowadays, the equality of education has been a basic value in modern education. In many countries, it has won the top priority strategically. There are even public crises in some countries due to failure in dealing with the problem well. The realization of equality of education is a systematic program dependent on many factors, among which it is a vital measure to promote equality of education through equality of systems. How the urban educational system adapts itself to mobile youngsters to meet their fundamental requirements is related not only to the stability of the mobile families and the increase in mobile youngsters' quality, but also to the coordinated development of towns and counties, which embodies the principle of socialist equality and guarantees the stability and prosperity of the society. The problem of mobile youngsters' education is the mirror of education of poor rural areas in rich cities under the socialist market economy, and it is also an inevitable problem in urbanization. How to solve the problem is a tough one in compulsory education and it relies on the further development of reforms of our country and the performing of the policy of overall richness.This paper is divided into seven parts with current situation of mobile youngsters in Changzhou City as subjects. By interviews, surveys and questionnaires and guided by the principles of educational economy, labor force theory, the study of policy and sociology, it points out the problems of mobile youngsters in school education, family education and social education, and their related causes from the aspects of policy and economy and it puts forward some tentative solutions and suggestions.
