Research On Investment System Of Compulsory Education In China

Since Compulsory Education Law of P.R.C was enacted in 1986, the investment of the compulsory education of our country increased heavily and the conditions for education improved essentially. The popularization of 9-year-compulsory-education achieved a historic breakthrough. The 9-year-compulsory-education has been popularized in areas of 85% of the population by the year 2000. It reaches refulgent achievement. Meanwhile, the investment of compulsory education of our country is not enough. It mainly represents on charging of compulsory education, great disparity of investment between regions, towns and countries, and schools. The outlay of compulsory education is in the low water in the regions that are poor or countries. It is hard for the children of floating population to go to school. The key of the lack of compulsory education is the lack of the investment from government. It reflects that the proportion of the government investment of compulsory education is very low in the government finance and the transfer payment of central government for compulsory education doesn't do its best. On essential, the political arrangement of the right of compulsory education investment is not suitable, and the rules of the investment decision-making are not in reason. In another word, there are problems in the compulsory education investment system.This study consults a great deal of literature and data, manages the design principles of political system that is contained in the political theory of a compound republic. On the basic of researching the history and actuality of U.S. compulsory education system and analyzing the essential reasons of the success of U.S. compulsory education system, it researches the development and actuality of the investment system of compulsory education of our country, and the problems exist in the system. It analyses the essential reasons of the problems exist in the investment system of compulsory education, and finds out that the root cause of illness of the system is excess centralization in administration.
