Study Of Senior Secondary School Teachers' Professional Titles Evaluation Index System

The appraisal of the professional and technical title is a major way to evaluate teachers in China, which has a great influence on teachers' professional career. With the economic development and social progress, however, more and more problems are showing themselves in the traditional way of appraising. The author of this essay thinks that setting down a reasonable and quantum-measure appraising criterion is one of the key measures to solve these problems. Therefore, basing on the actual analysis and aiming at the existing problems, it is especially important to set down a set of reasonable appraisal index system which is recognized by vast teachers.On the basis of the present situation of appraising the professional and technical title of high rank for high school teachers in Kunming, with regard to the passing rates and the related teachers' working region, age, the term of performing on one's present rank, teaching age, sex, education level, etc. the paper carries out a relevant analysis of 476 samples by the help of the administrant statistical software of SPSS. From the result, the author finds that there have been some problems of overemphasis on education level and qualification, of differences between town and country in the present appraisal system in Kunming.A questionnaire was conducted on teachers from different regions in which the appraised may freely choose the appraising criterion. An analysis of 617 effective questionnaire samples leads to some widely accepted appraising elements that should be included in the appraising system. Meanwhile, by using some theories and approaches adopted in personnel assessment and management, the newly included elements were scientifically measured and balanced, which, together with the experts' appraisal, would indicate the differences between town and city, and show relevant bias in countryside teachers' favor.After the new appraisal index system was contrasted with the traditional one by way of experimenting groups contrast, it turned out that the new appraisal index system can better eliminate the interferences of artificial elements, which can increase the diaphaneity and be more scientific and fairer.
