The compulsory education is a important foundamental project that exalt citizen's character basically, and involve in the future of our nation and the development of our country. Every country all around the world puts the compulsory education in a very important position. At the beginning of 20 century, our country put forward the concept of the compulsory education. In the last more than 100 years, focusing on the issue of whether compulsory education should be free or not, various explor had been undertoken actively in our society ,including theoretic investigation , system choicing and practical fulfillment etc,and abundant experience acumulated, the compulsory education project also obtained a substantial development.Since the new《the compulsory education law》put into practice in 2006, our country brought compulsory education completely in the scope of the public finance guarantee, and this piece of regulation is guaranteed by central government and all levels people's government. The law request all levels government reasonable arrange the education resources, including budget,courses,teaching quality , the basic condition of school,and teacher's problem. The law also request definitely to contract the gap among schools, strengthen the reformation of the weak school, and fobiden the division of importan and none-important school at the compulsory education stage, these all guarantee compulsory education to develop toward a more balanced direction by the strengh of law. This law put great emphasis on the issue of education equal,"contract the gap among schools,the division of point school and non- point school is forbidden, setting point class and non- point class is forbidden". Those establish point school or point class without authorization, "should be ordered to correct and criticized publiclly by the county level government of the upper grade people's government education administration department ;If circumstances is gravity, the direct responsible supervisor and other direct responsible personnel should be given punishment by law". it is took for granted that with The guarantee of this law and the aggressive effort from many other aspect , the compulsory education of China can develop quickly and healthily.But there are still some education experts point out, also the meaning of compulsory education"lar rivision" this time is great, but stressed by the special political economic system of China, the carriing out of this law is subjected to the lagging reform of administration system and domiciliary register system ,there are still a lot of obstacles that we have to overcome in the reality.This article has drafted to explain that compulsory education is the responsibility of state.In A One-Hundred Year Strategy of a Nation, Education Is The Most Important Basic.it is only when The nation develop education that can society go forward to prosperours and stable, and facing all levels of education,we should developcompulsory education first. But various educational bias in reality has already become the serious obstacle of the harmonious society construction, and some regulations concerning educational bias even causes strong society reaction. Whereas , this article draws up to use the method of combining norm and substantial evidence , carrying on a research on education equal right.
