The Information Literacy (IL) improvement of the teachers is a necessity demand of informa- tionalization and curriculum innovation of elementary and middle education, which is also an effective approach to promote information-based professional development of teachers. In our country, there always exists a distinct developing unbalance in elementary and middle education, leading to a big difference between teachers in urban area and those in rural area in the need and strategy of IL development, thereby it is an urgent affair to explore the strategy to adapt to the IL development of teachers in economy less developed regions according to their requirements.This thesis focuses on the actual developing state of the IL of teachers in the middle schools at Fengyang in Anhui province. As a premise, the author makes clear the true meaning of the IL of teachers at the outset. On the ground of having made vast basal investigation on the current state of the IL of the teachers through the methods of interviewing and questionnaire, this study not only thoroughly analyzes the disadvantageous factors hindering the development of the IL of teachers, but also creatively proposes corresponding resolutions, providing reference for improving the IL of the teachers in economy less developed counties and towns.In addition to the introductory chapter, this thesis falls into four parts. Chapter two defines the meaning of IL of teachers in the elementary and middle school; discussing its characteristics; and then demonstrating the necessity and urgency. Chapter three consists of a statistical analysis of the data collected from the investigation on the IL of the teachers in the middle schools at Feng- yang in Anhui province;a further probing into the obstructing factors; and then drawing out nine possible reasons for these problems. In chapter four, of central concern is to put forward nine practical countermeasures to the problems exposed in the research. The final chapter is a conclu- sion, points out the outcomes as well as the deficiencies of this study; suggests other respects deserving further studies.
