In order to realize the national strategy of Educational Informationalization, it is crucial to develop the Information Literacy (IL) of the teachers serving in the elementary and middle school. As a foundational step accordingly, investigating and studying the actual state of the IL of teachers working in the elementary and middle school is of highly practical meaning in the whole process.This thesis focuses on the actual state of the IL of teachers serving in the urban elementary and middle school in Gansu province. As a premise, the author makes clear the true meaning of the Information Literacy at the outset. On the ground of having made vast basal investigation on the current state of the IL of the teachers through the methods of interviewing and questionnaire, this study not only thoroughly analyzes the disadvantageous factors hindering the development of the IL of the teachers, but also creatively proposes corresponding resolutions.In addition to the introductory chapter, this thesis falls into four parts. Chapter two defines the meaning of Information Literacy of teachers serving in the elementary and middle school. Chapter three consists of a statistical analysis of the data collected from the investigation on the IL of the teachers; a further probing into the obstructing factors; and then drawing out ten possible reasons for these problems. In chapter four, of central concern is to put forward eight practical countermeasures to the problems exposed in the research. The final chapter is a conclusion, points out the outcomes as well as the deficiencies of this study; suggests other respects deserving further studies.
