Interests Of Social Groups In Heilongjiang Province Expression Channels

This paper investigated two questions:"what are the social groups'interest articulation channels in Heilongjiang Province"and"whether the social groups can express their interests and further realize their interests through these channels". The Communist Party of China, the National People's Congress, government, the Political Consultative Conference and the media are the main institution channels; Individual relation and collective events are the non-institution channels. The interest articulation channels lack validity, and especially the institution channels have not played the roles. The social groups can neither express their interests nor realize their interests through these channels. To consummate the interest articulation channels of Heilongjiang Province social groups we should constitute legal and system, change the government functions, develop economy, construct social groups'ability, display the media's effect, and cultivate the citizen consciousness. Also, to reform the administrative framework of Chinese social groups, to reform the political framework and standardize the relation between the party and government ,and to cultivate the civil society are the basic ways to consummate Heilongjiang Province and even the Chinese social groups'interest articulation channels .
