With the issue of new Guiding Syllabus of National College P.E. Teaching (new Syllabus) in August, 2002, a brand-new idea was put up concerning the essential components, i.e., the quality, aim, structure as well as contents and methods, of physical education curriculums. The New Syllabus also raised a new requirement for the future construction of College P. E. curriculums. The urgent problems which needed resolving by colleges were how to perceive the new idea of the Syllabus and how to design and conduct the construction of College P. E. curriculum. There are two levels of degrees offered by colleges in Nanjing: one is bachelor's degree and the other is vocational and technical degree. It has been four years since the issue of the Syllabus. How was the Syllabus conducted by the colleges? What experience did the colleges of two levels obtain respectively? Were there any problems? What countermeasures were to be taken? It was important and meaningful to sum up and discuss what had been done theoretically and practically, which helped colleges to carry out the Syllabus and promoted the decision-making departments to adjust the policy of college physical education curriculums. With 22 undergraduate colleges and 8 vocational and technical colleges in Nanjing as subjects, a survey was conducted into the implementation of the Syllabus in the colleges, a conclusion was drawn based on the success as well as failures in the course of the reform of College P. E. Teaching in Nanjing, and a new route of P. E. Teaching in vocational and technical colleges was explored. Besides those above, the countermeasures research was carried out for the better implementation of the new Syllabus and for the rapider and healthier development of college physical education.By means of literature index, questionnaires, interviews with experts and statistics, the author made the comprehensive statement from the perspective of specific situation of the implementation of the Syllabus in Colleges in Nanjing, the results obtained and countermeasures of the implementation. The research indicates the following:1. Colleges in Nanjing got the outstanding achievements in the process of implementing the Syllabus. They could understand properly the new idea proposed by the Syllabus concerning essential components, i.e., the quality, aim, structure as well as contents and methods, etc., of physical education curriculums. Most undergraduate colleges could make use of their advantages, carried out the Syllabus actively and got the effective results. Due to the particularity of vocational and technical colleges, there was a gap between these colleges and the undergraduate colleges in conducting the Syllabus. But vocational and technical colleges could conduct the Syllabus on the present situation and got the preliminary success.2. In Nanjing there were evident differentiae between the undergraduate college level and the vocational and technical level in the course design, the structure of the curriculums, construction and resource development of curriculums. But there were minor differences in the teaching contents and evaluation part. Teaching specific items became the main stream; traditional items were fully provided and met the students' needs. Entertainment and fashion items were developing rapidly, and the sports club was booming. The course of Theory of physical education and physical health were paid close attention to, which served the whole students. Gymnasiums, facilities and equipments were greatly developed. After the appraisal of colleges by Ministry of Education, different facilities were provided in colleges of different levels and could meet the basic teaching requirements. But it was noticeable how to make good and proper use of them and how to share them with one another.3. The majority of the colleges could try their best to implement "three autonomy teaching method" , reached the requirements of the new Syllabus and met the students' increasing sports requirements. But because of the limitations of the sports fields, equipments, and teachers, it was difficult to put the "three autonomy teaching method" into practice. The other factors affecting the implementation of the method were managing system, students' schedules and the accordance with other subjects, etc.4. The new Syllabus proposed the new standards for college P. E. teachers in Nanjing and offered them great challenges, especially those in vocational and technical colleges. A considerable number of P. E. teaching managers and teachers found it difficult to surpass the restrictedness of traditional ideas and current modules and could not clearly understand the spirits of the Syllabus. This should be paid close attention to by relevant sections. It was practical to further enhance the management of P. E. teachers and their self-construction. The in-service refreshment and training of P. E. teachers should be emphasized to improve their abilities of teaching, researching and serving the society.
