The city of Nanjing set off an upsurge of contending for the establishment of provincial experimental primary schools in the mid 1990s. In the short 10 years, the number of the provincial experimental primary schools in Nanjing has been on the rise, from the initial 8 schools to more than 40 schools at present. Meanwhile, the education cost of the provincial experimental primary schools has been increasing. However, in the provincial experimental primary schools, the ever-increasing education cost hasn't resulted in the corresponding education benefits. More often than not, the large investment generally brings about the high consumption. Based on the thorough investigation and analysis, this paper puts forward the ways of decreasing the education cost of the provincial experimental primary schools, striving to achieve certain practical significance in improving the management level and the education benefits of schools in practice.The preface mainly gives some problems existing in the distribution and the investment of the education resources at some provincial experimental primary schools in cities against the background of the investment priority to the provincial experimental primary schools given by the government. It also gives the research purposes, the research focal points and the research methods of the paper.Part One does the theoretical research on the classification and survey of the education cost, mainly discusses the component elements of the capital element cost the non-capital element cost in the distinction between the economic benefits and non-economic benefits of education, puts forwards two different ways of surveying the education cost and analyses the education cost in the light of a provincial experimental primary school.Part Two mainly describes and analyses the investment and the use of the educational elements of the provincial experimental primary schools in cities, gives the main problems existing in the high education cost of the provincial experimental schools in cities at present and analyses the causes by using the school, the individual student and the education resources whose expenses are shared by the family as the objects of the study and by analyzing the questionnaires.Part Three mainly advances the suggestions on countermeasures and the prospective reflections on how the provincial experimental primary schools in cities can decrease the education cost. The suggestions stress the perfection of the interior management of education, the tight control of the funds of the personnel, the material resources and the scale of schools, bringing the market mechanism into full play and enlarging the decision-making power of running the schools. The prospective speculations put emphasis on the responsibility that the government should take in decreasing the education cost of the provincial experimental primary schools.
