High-quality teaching staff is the key to developing education and training outstanding talents. The strategy of science, education, and talents developing Shandong province is being implemented. This strategy presents higher demands to education and teaching staff construction. From the angle of provincial regional education development, this study attempts to study the present state of elementary and middle school teaching staff of Shandong province, explores the problems and their causes, and gives suggestions on how to strengthen teaching staff construction.Besides introduction, there are another three parts in the study.The first part is the analysis of the present state of Shandong elementary and middle school teaching staff. From the angle of the process of personnel system reform and achievements during The Ten Five-year Plan, the author focuses on analyzing the problem, age structure, educational background, and professional technological post structure of elementary and middle school teaching staff. This part is the basic of the whole study.The second part discusses problems which exist in elementary and middle school teaching staff of Shandong and their cause. The contents are: conflict of overstaffed and lack of staff in quantity; unbalanced distribution of elementary and middle schools in region; uncoordinated of professional teachers in subject; the teachers of rural elementary schools are older and older in age; the quality of teachers of rural schools are low. The causes are following: the standard of teacher's organization is rigid, the employment system is out of date, the salary of teachers is low, the fund of teacher training is not enough, and the management system of rural education is not perfect, etc. This part is the most important one of the whole study.According to the practice of Shandong education, the third part discusses the strategy of overcoming the problems of rural elementary and middle school. Contents are: sorting out the management system, strengthening the macro-management of elementary and middle school teaching staff; promoting to form the proper organization of rural elementary and middle school's teacher resource; increasing the fund of rural school construction; improving the quality of rural school teachers; further reforming personnel system, and arousing the initiative of rural teachers; and making education play its principal role. This part is the core of the study.Proceed from the elementary education development of Shandong province, this study tries to find out the way to educational reformation, especially gives the strategy of constructing rural teaching staff. I hope the research can provide some valuable enlightenment for the construction of the teaching staff of rural schools.
