The increasing social demand for high skilled talents has ushered in a host of new opportunities for higher vocational education. The double professionally titled teachers have already become a priority in the development of higher vocational education as well as the necessary requirement for the survival and development of all the vocational colleges. It is urgent to promote the further development of double professionally titled teachers with capable ability, excellent quality, reasonable structure, full and part-time, innovative and pioneering spirit.The double professionally titled teachers refers to teachers with a good professional moral quality and higher level of education and teaching, stronger ability in engineering practice and application, rich practical experience. They are the professional teachers with the dual knowledge and ability of common university teachers and "engineer". The double professionally titled teachers have a specific requirement in quality and ability. A lot of important factors influence the construction of them in higher vocational colleges. They include the demand of social development for high skilled talents, the formulation of the standards of the double professionally titled teachers by education administrative department, the perception of higher vocational colleges for the significance of the double professionally titled teachers in the higher vocational education. Furthermore, teachers' hobbies, moral quality, capacity and so on are also the vital factors. The United States, Germany and Australia are quite distinctive in the construction and management of the double professionally titled teachers. It's very enlightening and edifying for China. Combined the above literature analysis with the survey of the construction of double professionally titled teachers of three representative higher vocational colleges in Shaanxi, the author thinks there are some main problems in the construction of the double professionally titled teachers. They are the lack of the criteria for teacher's taking work and the unsmooth introduction for high skilled teachers, the extreme lack of rich practical experience, the immature of training and incentive mechanism and teacher's evaluation system.To further promote the construction of double professionally titled teachers of higher vocational colleges in our country, some suggestions should be followed such as improving the professionalism of higher vocational teachers, formulating reasonable selection and screen elimination mechanism. Moreover, the other three aspects are also vital. They are constructing highly adaptable teacher training mechanism that suits for full-time and part-time teachers, perfecting and innovating teacher incentive mechanism and establishing of a scientific and standardized evaluation system for teachers.
