During the centralized economy period, the three-stage training mode has made a successful contribution to the training of a lot of excellent athletes and to the development of athletics as well. With the development of market economy, this mode has displayed a range of problems, for example, the resulting poor academic knowledge on the part of the athletes, the big conflicts between academic studies and physical training, etc. The overall development of the athletes and athletics in China will be impeded unless this training mode is reformed.Under such circumstances, a new way of training and teaching system comes into being, which emphasizes both athletic training and academic studies. It aims at training excellent back-up athletes and overall development of excellent personnel who are to become useful people to social development and are of a creative spirit. This new-type amateur training system adhere to both training and education principles. In 2000, Shanghai has established this form of training system piloted in some second-level training schools, followed by traditional athletic schools and based on adolescent athletic clubs. It completely changed the conventional mode of training back-up athletes only by amateur athletic schools .This dissertation has employed library-based research methods, of document, investigation and mathematical statistic, by collecting information in fifteen second-level key middle schools in Shanghai. It can be found that in these middle schools certain problems are exiting in many aspects, such as executive management, sports training, effectiveness of students training and academic studies, students interpersonal relationships, sports fields and facilities in school, the assessment system, the awarding system and the financial recourses, etc. To solve these problems, by integrating relevant systematic and scientific theories, some constructive strategies are proposed involving regional cooperation, attracting social funds, regulating competition rules, implementing relevant assessment systems, establishing...
