Modern education is calling for specialized teachers and accordingly teacher credentials must be attested in today's teacher recruitment process. They are considered as the strongest law guarantee to accelerate teacher specialization. The significance of such a practice lies in maintaining teacher specialization while recruiting more talented personnel from society so as to search for more teacher recruitment sources, to optimize teaching force structure, and to improve the quality of the teaching force. This research, based on the collected data, is to investigate and analyze the general qualifications of the applicants from social groups, who are non-teacher-training graduates, their employment psychology, and their potential obstacles in teaching. This paper re-examines teacher profession and the system of teacher credentials attestation itself closely again to discover the true effects the present system has brought. It is pointed out that there is some 'internal injury' in the system, which deviates from teacher specialization development trends and denies not only teacher education, but also the system itself objectively. It is also pointed out that high quality standard strategy should be implemented in teacher credentials attestation and the present system should be improved from such three levels as 'tactics','standard' and 'operation'; teacher education mode should be reformed, staff specialization development encouraged and service mechanism about teacher profession perfected to guarantee the profession intension and authoritative character of teacher credentials.
