As the sticking point of implementation of Quality Education, the New Curriculum Reform requires the previous elementary and middle school teaching to furtherly innovate.In recent years, rural curriculum reform gained stage achievements, but at the same time lots of problems appeared, such as difficulty in buliding feasible rural curriculum system, the tendency of change in form but not in content in teaching reform, not doing the best to provide sufficient teacher and material resources, nonequipoise and faltage phenomenon of the implementation of the New Curriculum Reform, without dense social atmosphere etc., and those block the advance of the reform. The reform is facing so many difficulties and problems and the causations are various, including unenlightened educational notions, poor schooling condition, insufficient teacher resource, lagging testing and evaluation system reform, over-size school class, scattered schooling location, immature teacher training mchanism etc.. Those causations themselves and their interactions badly cumber the rural teaching reform. To push the reform, the macroscopical and middle-scopical administrative countermeasures will be proper. The macroscopical countermeasures are guidig under the rules of rooting on realities, step by step, distinctively supervising and making factualistic and innovative breakthrough; harmonizing the relationships between generality and particularity, dot and plane, internality and externality, importance and unimportance, receival and innovation, reality and possibility in rural curriculum reform. The middle-scopical countermeasures are encourageing active push of the standardization of schooling condition, the integration of rural administration, the communion of teacher resources arrangement, proportioning the curriculum implementation, variety of experimental school choosing, inspiring teaching promoter and school-based studying development, and putting forward constructive policy suggestions to drive the rural curriculum reform to further development.
