Education is faced with greater opportunities and challenges by the speedydevelopment of information society. Great changes happened to the world educationcorrespondingly. Education technology has become the key to the reform ineducation and the modernization of education.The educational technical equipments are a critical factor that influences theinstruction quality of a school. To a large extent, better educational technicalequipments can improve the teaching conditions in rural junior schools.On the basis of the achievements made by scholars at home and abroad, thispaper tries to get people's attention to educational technology and foster all roundeducation after probing into the connotation of education technology, its positiveinfluences and significance on all round education. Through the sampleinvestigations into a rural junior middle school in Dongying, some restrictive factorson the administration and application of the educational technological equipments areexplored. Based on the comparative and authentic research, this paper also probesinto some principles, measures, scientific beliefs and practical models of theeducational technology, with the purpose of offering constructive theoreticaldirections to improve the administrative ability and the effectiveness of its applicationin rural junior middle schools.Through the investigations, four experiences are offered for reference. Firstly,municipal financial administration balances the investment in the countryside schoolsin order to narrow the gap between the rural and urban areas. Secondly, the staff'steaching beliefs are improved by promoting their training. Thirdly, a system isaccomplished. As a result, Students' abilities of operating, self-studying and exploringare improved. Fourthly, the supervision to teaching is further strengthened so as tobalance the development of education between different areas.Also based on the investigations, some other restrictive factors are explored asfollowing: polices, funds, educational beliefs, teaching staff, evaluation, etc.This thesis suggests some countermeasures as well. Firstly, the administrativestaff should have the advanced beliefs on administration and educationaltechnological literacy. Secondly, teaching staff should be well equipped with moderneducational technology. Thirdly, the funds system should be improved to takeadvantage of education resources. Fourthly, the supervision should be enhanced toensure the administration and application.
