With the further deepening of the educational reform of teachers' training in our country, teachers' educational system with Chinese characteristics is forming gradually. In recent years, Hebei province has been carrying out seriously opinions of ministry of education on adjusting overall frame arrangement of teachers' training colleges, pushing secondary normal school schools' transferring development. Educational resource is more reasonable, administrative levels, scales and benefits have been increased continuously.Pattern-transferring of secondary normal school schools in Hebei province mainly adopts the way of dividing teacher's colleges. Most of the schools finished their pattern-transferring by relying on other schools or incorporation. With some teachers' colleges developing into undergraduate teachers' colleges or civil colligate universities, former secondary normal school schools become relatively independent department. In addition, a few such schools turned advanced professional colleges or ordinary middle schools; very few are attempting to promote themselves to be nursling teachers' colleges. Through pattern-transferring, former educational resource has been used better, administrative levels have been raised , which has accommodate demands of reform of teachers' education in our country. But the write discovered through investigation that there are still plenty of questions in many schools. Such as there is no definite direction of further development, conditions of running a school remain to be improved, qualities of students are clearly descending, graduates are facing more difficult employment, conversion of concept, national policy restrict, educational resource is difficult to deploy and so on.In this paper, the write firstly summarize characteristics and direction of development of teachers 'educational reform at home and abroad, make clear theoretic background , request and the main patterns—transferring of secondary normal schools . Secondly, the write analyzes the current situation all-sidedly and externally by analyzing questionnaire and discussing investigation and collecting information and data. Thirdly, according to practical problems which exist during the process of patterning-transferring, the writer suggests some countermeasures to develop , arrange, improve the quality of students, build employment market for graduates, build teachers' contingent and reform teaching etc.
