College employment counseling service (CECS) is a department providing guidance and advice to college students on employment. As employment is becoming increasingly competitive, a key and difficult task for CECS is to provide the right education on employment to college students so that they can set themselves apart in the employment competition and make great progress in subsequent career development. The idea of career development offers a new perspective of thinking on employment. In view of the development of college students' career, this paper is to compose a college employment guiding service system in conformity with both social and personal development.Firstly, based upon the cases of Fudan University, Shanghai Normal University, Shanghai Second Industry University and East China Normal University, this paper is to analyze the current situation of CECS, and point out the major existing problems, such as the service being offered before-graduation-only, the non-major oriented nature of the service and the service being provided by a mixture of full-time and non-professional part-time staff. All these problems have an adverse effect on both the development of students' career and the operation of the CECS.Secondly, this paper presents the idea of career development in a relatively comprehensive and systematic manner. By dividing this idea into five phases, the paper elucidates the characters of each phase and the viewpoints from corresponding individuals, and summarizes the features of the career education. Moreover, by taking the examples of career education from the USA, Japan, Hong Kong and other countries and regions, the paper sums up the characters of the education that is ahead-of-time, continuous and lifelong. As such, the paper serves as a reference in introducing the education to CECS.Thirdly, this paper reflects upon today's college employment guidance service in light of career development. In view of this, our CECS needs restructuring in its model and practice and to bring in education to career development. According to the various aspects of the career education, such as its being life-enduring, process-oriented, complexity, invidual-oriented, developing and life-style dependant, the service should make innovations, based on students' needs, to help them plan their career and establish their goals in consistence with their own situation and obtain related employment skills so they can build their own personal and career values and professional ethics. These measures will enable students make better use of opportunities for career development.Finally, to enhance students' career development, the paper puts forward a suggestion on constructing college employment guidance service system that is human-oriented. There are five aspects, including making it a guiding principle that career development of student is a lifelong process; setting up employment guiding courses with career planning as the core; building a system of career activities based on skill-training; strengthening the employment guiding service team with specialization as its aim; perfecting employment system by enforcing leadership and enhancing its efficiency.
