Statutory arrangements for induction of Newly Qualified Teacher was introduced in 1999 in UK. Under the Teaching and Higher Education Act 1998, all NQTs who have been awarded qualified teacher status(QTS) after May 1999 will complete an induction period of three terms or equivalent, beginning when they first take up a post that lasts for a term or more if they are to continue to work in maintained school or in non maintained special schools in England. Those who play important roles and take great responsibilities are the NQTs, induction tutor, school, the governing body and LEA(the local education authority). The NQTs will be assessed against the standards for the award of QTS(Qualified Teacher Status) and Induction Standards. The induction arrangements combine two interrelated and equally important aspects: An individualised programme of monitoring and support and an assessment of the NQT's performance .In addition to these, there is a quality assurance system. The properties of the induction for NQTs are the following: The induction arrangements focus on the teachers'professional development by improving the teachers'ability of reflection on their teaching practice and providing NQTs with a bridge from initial teacher training to career?long professional development. New teachers are provided with induvidualised induction programme. There is a complete and rigid quality assurance system; The induction arrangements emphasize close collaboration between those who play important roles in the induction programme. There is no continuous and complete new teacher education system in China and the early professional development of new teachers is lack of support, monitoring and assessment.
