The knowledge-based economy will become the predominance economy in the 21 century. A nation owns a number of talents innovative ability and high quality will have huge potential to develop knowledge-based economy. The final goal of educational and social development is man's all-sided and character development, which is the best way to be fit for the economy development. The foundation of modern teaching theory is based on man's all-sided and harmonious research objects and education aim. There are many characteristics in our quality education such as all parts, main part, basis, opening, development , difference and innovation .Innovation is the core and difference is the difficult point. Difference and characteristic lead to innovation. The goal of our new-course reform is to improve all-nation quality and to realize the character development in every aspect.Difference teaching is based on student-character development and to promote each student to develop completely. We should think much of difference learning while studying the students' common nature. We should know their potential and find a new way to be fit for the students development, and satisfy the needs of different students. We should combine what teachers teach with what students learn and create a vivid, harmonious and democratic circumstance in which students take an active part in class activities. We direct the students to choose what they need and arrange proper courses for them. In this way they not only master what they learn but also realize their character development. They can communicate and cooperate and share with each other. Many talents of different level and different kind will be trained for our society.
