The deeply implementing of Basal Education Curriculum Reform needs abundant curriculum resources to support. But the data of the twice evaluating report about Curriculum Reform indicate that the most primary difficulty the Reform confronts is short of curriculum resources. We believe that every school has rich and colorful resources. If only we improve the school and teachers' sense of curriculum resources, and find the right way, we can dig the hidden resources. So to explore the means and mechanism of developing and utilizing the resources besides the traditional ones, together with teachers in Bei'an primary school, we carried through "the action research of community curriculum resources developing and utilizing".This research mainly adopts the methods of literature research and action research. In the literature research part, we analyzed the requirements about community resources developing and utilizing in the Guidelines of Basal Education Curriculum Reform (Trying out), the Unscrambling of the Guidelines, and Curriculum Standards of every subject. In action research, researchers used literature, fieldwork, log, interview, conversation and questionnaire etc. to collect information, cooperated with school teachers, and carried through the research, which was basically according to the circular mode of "question-plan-action-observation-evaluation".The thesis reflects actually the research process, researchers' frustration and growth; it puts the interview data, questionnaire results and action behaviors of teachers, parents and community people in order, analyzes them, and discusses the community curriculum resources developing and utilizing from different views; then, the thesis lists the problems coming out during the research, and provides the corresponding solving methods; through reflecting the whole research, it analyzes the effect factors in community curriculum resources developing and utilizing; finally, according to the stages of research, it summarizes the mechanism and strategies of community curriculum resources developing and utilizing.We found that most of the principals, teachers, parents, students, and community people have passion to develop and utilize the community curriculum resources. If schools organize a cooperative team which is passionate, united and highly efficient, divide the work and cooperate in the team, and act actively, they can open the school gate, contact the community, and develop and utilize the community curriculum resources more efficiently.
