| Education inspection is guided by the national laws, policies and the theories of education science. Using scientific methods, education inspectorate supervises, inspects, evaluates and conducts the educational affairs. That is to promote the efficiency and quality of education and to assure the realization of the educational goals. Since the recovery of the education inspection system in China, the inspection has made significant contributions to our national educational affairs in the past two decades. Meanwhile, academic studies on education inspection have been effectively conducted and a great deal of research achievements and experiences has already been accumulated. But the gap of education inspection system between our nation and other developed countries still exists. By studying the literature on education inspection, my dissertation cited instances of the compare between a certain district in Shanghai and England in UK in illustration of the difference of the two countries' inspection systems. From my research, I want to draw lessons and enlightenments from England system and put forward some proposals for our country.The reasons for setting District A in Shanghai as an example are: (1) The practice of education inspection differs a lot from place to place in China, so it is difficult to conclude an overall view of the current situation about our inspection. Focusing on a specific example in Shanghai is much easier to my research process.(2) District A in Shanghai, the main city proper of a developed city in China, enjoys high civilization and prosperity in education and literature. The education inspection practice in District A represents the high level of the inspection practice in China, and it will make my research stand in the forefront of the study on education inspection.(3) I have ever taken part in the daily work in education inspectorate of District A in Shanghai for a period of time. And I do have some opinions and thoughts about the inspection practice of District A.Choosing England in UK as an example are based on the following two reasons: (1) UK is one of the nations that first set its education inspection system in the world. It has formed a relatively ripe and perfect inspection system in the past 100 years and many advantages in the system are worth learning. The United Kingdom comprises England, Scotland, Welsh, and Northern Ireland. Despite the separate inspection system in Scotland, Welsh, and Northern Ireland, the most terrific inspection system in UK is just in England. (2)Acting differently from the inspection in France, the inspection in England emphasizes on the supervision of school management and the principal's performances-though its focus has slightly shifted to the instruction of a subject in class-and this is much similar to the school inspections of our nation.Owing to the selection of the sample, there may be some error and inaccuracy in my research. But my thesis would reflect some aspects of the current situation of our education inspection. And I do hope that my research will provide some academic and practical suggestions for the education inspection studies in China.My thesis is composed of five parts:Part I - Preface.
