The educational inspection system is a main part of China’s educational governance system and a vital guarantee for the state to inspect and guide the development of education at all levels.Vocational education inspection system,as one of the categories,has guiding significance for promoting vocational education.Britain is one of the earliest countries to establish education inspection system.The inspection of vocational education in England,which is under the responsibility of the Office for Standards in Education,Children’s Services and Skills,has entered a mature stage of development and acquired a great deal of experience in long-term theoretical research and practical exploration.Based on this,the study made an in-depth analysis and research on the historical development,overall framework and index system of vocational education inspection system in England,trying to answer these questions: How to develop the vocational education inspection system in England? What are the characteristics? What is the reference experience for the construction of vocational education inspection system in China?Firstly,this paper combed the historical development of vocational education inspection system in England.Based on the important turning point in the development history of vocational education in England and the historical evolution of educational inspection system,this study divided the evolution of vocational education inspection system in England into initial stage,growth stage and maturity stage.This study systematically summarized the historical evolution of vocational education inspection in England,and found out three historical development laws of vocational education inspection system in England,from dependence to independence,from decentralization to unity,from “supervisor” of government funds use to“promoter” of institutional quality improvement.Secondly,the paper made a comprehensive analysis of the inspection system of vocational education in England from the macro inspection framework to the micro inspection indicators.This study explored the overall framework of the inspection system of vocational education in England,including several aspects,such as inspection concept,inspection subject,inspection form,inspection procedure and the use of inspection results,in order to find out the overall operation of vocational education inspection in England.In addition,this study also elaborated the latest index system of vocational education inspection in England in 2019,and analyzed the changes of key indicators in the four editions of 2009,2012,2015 and 2019.Then,taking apprenticeship training institutions as an example,this study made a case analysis of the practical application of vocational education inspection index system in England,and drew that the index system of vocational education inspection system in England is student-centered,curriculum-focused and value-added evaluation-oriented.Thirdly,the paper summarized the characteristics and shortcomings of vocational education inspection system in England.This study compared the vocational education inspection system in England with that in Scotland,Wales and Northern Ireland,and compared the vocational education inspection in England with general education inspection.Then the paper concluded four characteristics of the vocational education inspection system in England,specifically including institutionalized normative guarantee,third-party organization implementation;equal attention to“inspection” and “guidance”,emphasizing the service and guidance of inspection;multi-subject participation,open and transparent process;setting up developmental evaluation standards to encourage students and institutions to pursue excellence continuously.Finally,the paper put forward the enlightenment and feasible suggestions of vocational education inspection in England to China.Based on the current situation and predicament of the inspection system of vocational education in China and the excellent experience of the inspection system of vocational education in England,this study suggested that China should improve the inspection and guarantee system of vocational education with legal norms and institutional settings as the starting point;with the goal of improving the quality of education,establish the concept of vocational education inspection service;on the principle of openness,optimize the operation mechanism of vocational education inspection;focus on developmental inspection indicators and highlight the process quality evaluation of vocational education.
