With the development and combine of Information Technology (IT) and Lifelong Education, Modern Distance Education (MDE) emerges as the times require and develops like a raging fire now. But it has many problems at the same time among which there are some outstanding problems, such as problems of Process Supervising, of various interactions, of adaption to MDE for teachers and students. These problems have influenced the quality of MDE so Government Departments, Distance Education institutions and academe are all exploring the resolvents.BLOG has talent showing itself in various resolvents because it conforms to these education conceptions and is easy to come true and to use. BLOG is developing rapidly now. It gathers together course record, intercommunication, reflection, knowledge management and personal homepage through writing and commenting. By this it can partly solve the problems. Although it has many characteristics that accords instruction, BLOG isn't born for education. Therefore it has to be ameliorated.With necessity and possibility and feasibility, the research designs and develops Web Learning Log (WLL) based on the conception and the technique of BLOG and many other correlative theories. Besides some basic function such as writing, commenting, this tool has many other functions to satisfy MDE. It has automatic record of learning course, web-based exercise system, message system between teachers and administrators and students, display of learning result. This makes BLOG more congruous with characteristic of MDE and more effective to solve the problems mentioned above.The research adopts experiment method. It takes an example of English course of Law '03, Nanhai center, Crtvu and chooses experiment objects based on SRS. After pretest and training for WLL, the research adopts measures such as "a Subject per Unit" and "a Star per Week" to use WLL into practice of MDE based on innovation diffusion theory. After the experiment for duration of four months, thepaper adopts Content Analysis, Statistics and Analysis with SPSS, Case Study to give a detailed analysis to the experiment.It is an attempt for the first time to introduce and use the conception and the technique of BLOG into practice of MDE. The data indicates it is effective to use the simple and easy WLL into MDE. It improves learning results, strengthens effectively supervision of distance instruction, advances distance learners' information skill and interaction ability and enriches the theory of Three Types of Interaction.In the end the paper points out the deficiency in this research and gives prospects of the next task. More large-scale experiment should be carried out in order to make sure the condition and area to use WLL. At the same time, we should continue to perfect WLL and pay more attention to individuation and integrate it into the whole distance instruction plat. This is very important to improve distance learning effects and to ensure the quality of MDE.
