Teacher problem is always of basic importance to education. Therefore, every country in the world consistently pays close attention to teacher excitation China or abroad not only greatly enrich our theories of education management, but also offer us certain guidance to the practice of education management. However, among those theories, there' re more external than internal, more about individual teachers than mass teachers, with even less transregional and cultural researches. So, my study is made on the basis of those great achievements, together with many years of teaching experience. Here I take Qujin Normal School in Yunnan province and Ningbo Normal school in Zhejiang province as my objects of study, and basically uses the education, ethnology research method. In the end, authentic contrast study on working initiative of mass teachers in different regions is made through phenomena analysis,, individual" case inguiry, question sheet investigation, documentary analysis and so on. After numerous painstaking analysis and proof, I' ve got the following conclusion: competition pressure and relative payment are the two key factors whose inter relationship determines the working motivation of differ.errt mass teachers. In which, thefunction of competition pressure is much stronger than relative payment.What's more, this article makes further exploration of the result, analysing to what degree the different interaction between competition pressure and payment influence the working initiative of mass teachers.
