Human resource is the base for universities to win competition, it is also the biggest and the key resource for universities. Because universities have important historical task in China, the rapid development of higher education recently bring them great challenge and opportunities. Human resource management(HRM) relates directly with the development of universities. A human resource system which is scientific, standardize,do good to staff motivation is essential. In the human resource system, a compensation system with internal equity and external balance is most important.Radio and TV University is a system of universities all over China, which connect with the same educational resources. With the development of economic and reform and opency to the outside, it trains a number of talents who have taken main role in their posts. As the largest distant education system in the world, Radio and TV University will play great role in lifelong educational system in China.The article aims to discuss how to fully exert the function of compensation system. It begins with an analysis of the present situation of A Radio and TV University, the disadvantage and current question in the compensation system, followed by the theory related with the redesign of compensation system. The two parts have made a preparation for the following analysis.The third part of the article is the core part. Because a well designed compensation system should slave the problem of justice and incentive, to demonstrate the justice and to eliminate the discontents of employee, so in this part , it begins with an analysis of principles of designing a compensation system, the strategy of compensation, an investigation of employees' satisfaction, some ways to slave the present disadvantage,then on the basis of the above analysis, a new compensation system is designed.The fourth part of the article is the last part, by comparing the present and new designed compensation system, some questions which need further attention are pointed out.What we should be clear about is that no compensation system can reach an ideal situation, so mutual understanding and communication are more important. Either compensation system needs a course to carry out, time is needed to observe and adjust it. In one word, a compensation system must be designed on the basis of practical situation, considering different factors that may affect the actual function of a compensation system.
