The phenomenon of school-choosing students is a hot spot in the present elementary education field, on which there is no consensus of opinion inside and outside the educational world. That抯 why trying to card the train of thought, clear up the right and wrong, reform radically, correctly realize the school-choosing problem and look for an effective solution is a responsibility one can not relinquish for each educationalist and a logic starting point for the study of school-choosing problem, too. Through tracing to its source and making a background analysis of the school- choosing problem from the inside to the outside, one can find that the reason for the formation, intensification of the school-choosing problem in Zhengzhou urban areas, where school choosing can not be forbidden time and again, is complicated. It is an overall reflection of intersection point for the market economy in the primary stage of socialism and the learned economy, and a result of the interaction of the social, economic and educational contradictions during the track-turning of economy and the type-changing of society. The problem of students with charge for school choosing is a most typical and most striking social problem in the existing high-charge phenomena of primary and middle schools. It is characterized by all forms, complicatedness, many inside stories and operations in 揷amera bellows? In respect to the present situation of the school- choosing problem in Zhengzhou urban areas during the period of compulsory education, a full and accurate investigation has been made through looking up data and making case interviews and questionnares: thus providing suitable train of thought for analyzing and solving the school-choosing problem. As to the umprohibitable problem of school choosing, Zhengzhou Municipal 2 Government has taken some measures. In stopping the problem of school-choosing students, especially the problem of high charge from school-choosing students, stage fruits have been obtained, but a number of problems still remain: for example, the contradiction of school choosing has not been solved yet; radical measures have not been taken; the process of narrowing the difference between schools is quite low, and various phenomena of school-choosing students still exist. By understanding and considering Beijing抯 and Shenyang抯 effective approach and successful experience in bringing under control the problem of school-choosing students, one can work out proposals and schemes for Zhengzhou抯 two get-at-root jobs of improving the management of the schools which are weak in bringing under control the problem of school-choosing students and of the system reform in running primary and middle schools. Through a focused study of the relevant experiences in the international education, particularly in the certificate system of the US education, one can use the foreign countries?experience in which the choosing right in the compulsory educational period is regarded as a major measure for the educational reform. Finally, this article analyzes the basic spirit of our country抯 compulsory education in the present stage, and grasps the essence of the school-choosing-student phenomenon. The article holds that the main contradiction ~ve are confronted with is the serious polarization of public schools.
