One child policy has not only theoretical basis, the empirical research, but also has its important significance of the family and society comprehensive, harmonious and sustainable development has a role in promoting.In "separate two children" policy put forward our country hasn’t achieved positive results, for control of an aging society development, adjust the birth policy, announced the "comprehensive two foetuses" policy, caused the wide attention of the society, but the effect is still unknown. This article through the literature research, comparison research method and questionnaire survey to the special group of white-collar workers to, in "separate two children" policy in the domestic research progress of study, research content and the degree of response, and white-collar of Changzhi city of Shanxi Province, childbearing willing, childbearing status and influencing factors such as investigation, through the comparison and population forecast, provide theoretical basis for implementation of sorting out family planning policy in China and realistic background, and promote the transformation of critical period adjustment and smooth transition of our country’s family planning policy.
