Basic Education Curriculum Reform clearly pointed out that the national curriculum standard is the basis of compiling textbooks, teaching, evaluation and examination proposition,and it is the foundation of national management and evaluation course.From the perspective of Chinese subjects, the primary school language teaching should be based on The Compulsory Education Chinese Curriculum Standards. Chinese curriculum to enable students to obtain the basic language literacy, and the formation of primary language literacy level and quality depending on the pros and cons of Chinese classroom teaching, so, In the context of the new curriculum Standards, the research on the problem of low efficiency of primary school Chinese classroom teaching has highlighted its necessity.This article mainly divides into five parts.The first part is the introduction. Focusing on the integration of combing at all times and in all over the world about effective teaching, language teaching inefficient study, explains the subject selection reason, introduces the purpose and significance of the study and the research methods, for the entire study based.The second part is an overview of the theory of effective teaching in primary school Chinese classroom under the background of new curriculum standard,through the concept of effective teaching definition, analysis of connotation of primary school language classroom effective teaching, focus on interpretation of the primary school language classroom effective teaching curriculum idea and requirements, points out four aspects of the effective teaching of primary school Chinese classroom teaching under the background of new curriculum standards focus on "teaching aim" " teaching content " " teaching methods " and " teaching evaluation ".The third part is the concrete manifestation of the low efficiency of the primary school language classroom teaching,through classroom observation and careful consideration of the present situation of Chinese classroom teaching in primary school, combined with daily teaching in typical classroom case, put forward the elementary school language classroom teaching in the teaching goal, teaching process and teaching evaluation and so on three aspects of problems.Among them, the teaching goals go through the motions, the knowledge and skill targets are very vague, the process and method targets are formalized, and the emotional attitudes and values targets are labeled.The design of teaching process lack of flexibility, teachers do not correctly handle the relationship between presupposition and generation in teaching process, do not correctly handle the relationship between teachers and students, in addition, teachers choose the new teaching methodsand discard the old ways.Teaching evaluation is full of excessiveappreciation of students.The fourth part is the analysis of the causes of low efficiency of primary school language teaching. It is pointed out that there are three main reasons for the low efficiency of Chinese classroom teaching in primary schools: Firstly, the Chinese teachers’ professional quality is mediocre, teachers’ understanding of the new curriculum standard is not in place, the relationship between classroom teaching elements of the understanding of the existence of errors, at the same time, the teacher’s classroom teaching ability also needs to be improved.Secondly, students’ subject consciousness is weak, the class participation is not active, the attention is not continuous,and the lack of awareness of the problem.In addition, the school teaching management guide is biased, too much emphasis on the examination results and ignore the teaching research.The fifth part is the solution to the problem of low efficiency of Chinese classroom teaching in primary school.This part puts forward the countermeasures to improve the efficiency of primary school language teaching under the background of the new curriculum standard.On the one hand, teachers should establish effective teaching concept, in-depth study of curriculum standards, enhance the ability to control the classroom, pay attention to the student’s learning status and teach students the high efficiency of the class;On the other hand, the school should strengthen the research of teaching, optimize the way of teaching and scientific research.
