As we all know, Chinese is official language of China, it is regarded as a second language for many minority students in my country. To study Chinese we have to learn Chinese characters at first, only did we pass the process, then we can establish a strong foundation for future reading and writing skills. The quality of teaching literacy is associated with success of Chinese teaching. Because of the characters of Chinese characters, in "Chinese teaching" for minority students in the classroom, literacy is important and difficult point in low-grade primary school teaching, being foundation of reading and writing skills.In this paper, according to psychological characters of low grade students in primary school, and literature of the Chinese language philology, rules of language teaching theory as a guide, select the 19th primary school of Urumqi, all students of grade four number two classes as the survey object, using the test method, observation, interview and other research methods, describes the bilingual teaching model background. A Uyghur primary school low grade student, "Chinese" literacy teaching, analyzes the causes of literacy difficulties in primary school.I applied the theory, design a classroom lesson plan for Uyghur students literacy difficulties in teaching Chinese, being an assistant teacher and put into practice, on the basis of research and reflection on teaching practice, the author proposed a optimization for Uyghur Youth Chinese literacy learners to improve learning efficiency and effectiveness, and making progress for teaching strategies and recommendations, with a view to Uyghur elementary Chinese teaching reference.
