The teacher called the soul of class who is in charge of students’ ideological,moral, behavioral, learning and other aspects of life is not only the organizer and leader, but also the direct perpetrators of school moral education. However, in the theoretical studies of head-teacher’s work, there are more researches about status,roles, principles and methods than those about evaluations. Even there are few evaluation criterias for elementary school. So how to evaluate the works of elementary school’s head-teachers and to develop a scientific and effective evaluation system have become major problems for the school administrators and educators.This paper takes Shanghai PN Primary School as a case study, works of primary school’s head-teachers as the evaluation objects, and teachers, students, and parents as the evaluation body. On the basis of primary school head-teachers’ work goals,educational policy and regulations, scientific theories, practical work experiences and evaluation object and conditions, we develop the evaluation criteria table by using literature research, interviews and questionnaires methods, then select two head-teachers as implementations, and analyze their strengths and weaknesses. Finally,we re-evaluate the entire evaluation to examine the effects. Throughout the study, it provides references and inspirations for other schools’ educational administrators.The result suggests that, firstly, we should pay attention to the results as well as the re-evaluation, methods should be more scientific and reasonable, purpose should attach importance to the diagnosis and regulating function, and content should be diversified to improve the development. Secondly, through factor analysis that head-teachers’ works come from the working process and the working effect. One includes plan and summarize, daily management, communication and organizational activities, and the later one includes class atmosphere and awards. Thirdly, evaluation of implementation shows that the situation is slightly different for each head-teacher’s work and each index score can be used to grasp more specific working conditions for the school and the teacher. Fourthly, from the results of the re-evaluation, we can see that the effect of the evaluation is good and it can achieve the desired one.
