The reform about teacher performance pay is a ‘new favorite’ in international education reform, many countries take it as the focus of education reform. From the beginning of the implementation of the compulsory education teacher performance pay to now,we have attained a series of achievement, yet some questions arise owing to the relatively immaturity of performance pay system’ implementation and research.The United States is among the world earliest countries to implement public primary and secondary school teacher performance pay system,and the reform had continued for a century.Although the performance pay system is full of twist and turns,the positive explorations and successful practice in it are worth our using for reference and careful consideration.The thesis consists of the following five components.The introduction part include four sections.First,it explains the background and significance of the thesis.Secondly,it explores the research status at home and abroad.Thirdly,it introduces the research methods of thesis.Finally,it defines the chief concepts and terms used in the thesis.The first part describes the historical evolution of the American elementary and secondary school teacher’s performance pay system in different historical periods and different social environment.The second part elaborates the theoretical basis of performance pay including psychology and economics,and it laid the theoretical foundation for this paper.The third part focuses on three models of teacher pay for performance in American public elementary and middle school teacher performance pay system:individual performance pay system,the group performance pay system and the the mixed performance pay system.And then analyzes the design concept, performance evaluation and characteristics respectively in detail.The fourth part returns to the reality of China and discusses the current situation and the existing problems of compulsory education teacher’s performance pay system in China.And then summarizes the enlightenment of teacher performance pay in American based from three aspects:explore the diversified performance pay model,optimize the financial security mechanism and management mechanism, optimize teacher performance evaluation on the reality of China.
