Teachers of compulsory education shoulder the responsibility of fundamentaleducation of the whole nation. Nowadays, the reform of their pay system has becomea global issue. China began to carry out performance pay system in compulsoryeducation on January 1st,2009. As the world earliest country to implementperformance pay system in public primary and secondary school teachers, the UnitedStates has made positive exploration and practice in this aspect, whose successfulexperience and problems worth our using for reference.The introduction part is an introduce to the dissertation. It explains the backgroundand significance of the research, explores the study home and abroad on Americanpublic elementary and secondary school teachers’performance pay system, introducesthe ways of thinking and research methods of study and defines the chief concepts andterms used in the thesis.The first part describes the historical evolution of the American elementary andsecondary school teachers’performance pay system. A historical look at teachers’performance pay system in American public elementary and secondary school isprovided. This study provides the social and historical environment of thedevelopment of the American public elementary and secondary school teachers’performance pay system in different periods, including the background of the rise, thedevelopment, the reasons for failure, and so on.The second part describes three main types of American public elementary andsecondary school teachers’performance pay system and analyzes every type withsome famous pay programs.The third part describes the evaluation criteria and methods of American publicelementary and secondary school teachers’performance pay system.The forth part summarizes the successful experience and the problems in thedevelopment of the American public elementary and secondary school teachers’performance pay system.The fifth part discusses the current situation and the existing problems ofcompulsory education teachers’performance pay system in China, and then focuseson the experience of American public elementary and secondary school teachers’performance pay system which can provide the reference and inspiration to ourcountry.
