With the popularity and development of the Internet and mobile Internet, Education is also affected by the great impact of the Internet thinking. Blended learning, which is considered as a learning method and theory that combine the advantages of network learning and traditional classroom teaching, is gradually accepted by the public. WeChat as a leader in instant messaging mobile applications has been widely used, many characteristics of WeChat and WeChat public platform make it very suitable for the realization of mobile learning. Building mobile blended learning model based on WeChat public platform, combining mobile learning and blended learning and the concept of flipped classroom, could optimize the teaching and improve learning effect.In view of this, this article select the appropriate platform about how to carry out the research through the analysis and collation of relevant theories and literature, analysis of the development trend and the combining feasibility about WeChat public platform, mobile learning and blended learning in the field of education. At the same time, this paper analyze and conclude the teaching of information technology in primary and secondary schools. Finally, this paper optimize and design the mobile blended learning model based on WeChat public platform. This paper design and implement mobile blended learning system based on blended learning mode. The system, respectively from the overall, WeChat public platform system, auxiliary system based on the Java web, have a detailed system design, and ultimately achieve all of the features in the mode. At last this paper attempts to use the mobile blended learning model and system based on WeChat public platform in the teaching and practice of primary and secondary schools, and carry out the effect evaluation. It is hoped that this paper based on mobile blended learning mode can help to improve the teaching effect, and provide some reference value for the relevant research and teaching staff.
