A Study On The Collection Of Social Support In Shaoguan City

The system of social maintenance fee collection and management is determined by the Population and Family Planning Law which was released on Dec 29 th,2001. It is an important means to implement the basic national policy of Family Planning. Meanwhile, it plays an important role in controlling the illegal reproduction, standardizing the order of growth and stabling moderate low fertility level. The new Population and Family Planning Law, which came into force from January 1, 2016, not only explicitly advocates a pair of couples to have two children, but also emphases that Family Planning is a basic national policy. For citizens who do not meet the requirements of the law to bear children, social compensation fees shall be paid in accordance with the law. However, the collection of social maintenance fees has always been a difficult task for the family planning departments, which is also the focus of social concern. This problem is serious and contradictory with complex causes. At present, faced with universal two-child situation, how can the family planning policy be carried out in the future? What is the effect of the implementation of the original social maintenance fee collection policy? How to carry out the social maintenance fee collection policy in the future? All of these need to be carefully studied and explored.This paper which takes Shaoguan, a city of Guangdong Province, adopted different kinds of methods such as documentary analysis method, questionnaire survey method, interview method and comparative research method, to study the basic development course and the present situation and problems of social maintenance fees on the basis of certain documentarily related basic concepts and theories. What’s more, this paper also uses Smith’s Policy Implementation Process model as the analysis outline to analyze the causes of the problems from the aspects of the ideal policy, target groups, implementing agencies and environmental factors. By drawing lessons from the practical experience from other parts of the country, this paper proposed several suggestions such as enhancing the authority of the policy, improving the implementation mechanism, play the supervision role of the assessment and promoting construction for long-effect mechanism, so as to promote the work of social maintenance fees collection and give suggestions to related departments to carry out the Family Planning Policy more stably, seriously, coherently and authoritatively.
