A Research On Predicament And Countermeasure Of The Collection Of Social Maintenance Fees

Population is a major long-term issue in the primary stage of socialism, and is a keyfactor constraining economic and social development of our country. Family Planning is abasic national policy with Chinese specificity. But the Social Maintenance Fee’s collectionand management has been frequently mentioned for it closely related to the FamilyPlanning policies. Especially when “Allowed to Have Two Children” policy has beencarried out, people are pay more attention to the Social Maintenance Fee. TheSocial Maintenance Fee had been called “Excess Birth Fine” and “Unplanned Birth Fee”once. But it always ensured by laws and regulations even though its nature has beenchanged from administrative penalty to administrative fee. In the daily life, theSocial Maintenance Fee’s collection is facing many problems, such as difficult to discover,decide, implement and manage etc. and seriously hinging the development of theSocial Maintenance Fee and Chinese socialist market economy. So, under the newsituation, it has great theoretical and practical significance to research the difficulties andcountermeasures of the Social Maintenance Fee. It benefits enriching the theoretical studyand offering theoretical support for the development of the Social Maintenance Fee. It alsogives a great help to promoting the local government’s collection capacity on theSocial Maintenance Fee, the devolvement of Family Planning, and the sustainabledevelopment of population with economy, resources and environment.In this paper, Kazuo County’s Social Maintenance Fee’s collection has been theresearch object, which in Chaoyang City, Liaoning Province, and summarized theachievements and difficulties. The achievements are the increased number of cases, thediverse methods and the people’s good reflect on the Social Maintenance Fee. Currently,the main problems are cognitive defeat，unfair phenomenon, and unclear applications. Thereasons are propaganda’s insufficient, the low quality of law enforcement officers anddeficiency on relevant systems. Based on the analysis above，combined with home’s andabroad’s researches, this paper considers the following aspects should be strengthened tothe Social Maintenance Fee’s collection according to the Social Governance Theory,Social Equitable Theory and Scientific Development Perspective. Such as we shouldestablish and perfect the regulations through improving the relevant regulations’ legalposition, clearing the object and standard of the collection and specifying the collection’sdiscretion.Also, we should pay more attention to the training and selection to improve the quality of the team through moral construction, skills training and strict personnelselection. On the other hand, we should strengthen the propaganda power, change socialattitudes, enrich propaganda means, define propaganda goals and expand publicparticipation; promote the participation and coordination and strengthen the supervisionon the collection agencies through playing the role of power supervision, improving thesupervisory subjects’ status and deepening the cooperation of multivariate supervisoryobjects.
