Research On Humanistic Communication Under The Framework Of SCO

This dissertation takes people-to-people and cultural exchange as its main clue, and takes incoming high educational exchange of China’s five northwestern provinces and regions as major case.Firstly, author elaborates people-to-people and cultural exchange’s influence on international relations, and makes theoretical exploration on people-to-people and cultural diplomacy. Then author elaborates the general situation of Chinese and foreign people-to-people and cultural exchange within the framework of SCO, and divides the exchanges in accordance with different actors into central government as the main actor of the exchange, local government as the main actor of the exchange and non-government as the main actor of the exchange. Next author elaborates the strategic position of China’s diversified incoming high educational exchange, and analyzes China’s national overall status of incoming study of SCO member countries and China’s five northwestern provinces and regions’status of incoming study of SCO member countries, highlighting close relationship between China’s incoming high educational exchange and people-to-people and cultural exchange. Lastly, author reflects high educational exchange, people-to-people and cultural exchange, and people-to-people and cultural diplomacy from strategy and tactics.In this dissertation, the main conclusion is:people-to-people and cultural exchange is an important basis of relations between countries. China’s incoming high educational exchange is an important part of people-to-people and cultural exchange, which can serve for national all-round diplomacy. Make people experience and witness the establishment and development of people-to-people and cultural exchange, they’ll double understand and cherish the hard-won harmonious, stable and mutually beneficial relations between countries,so as to lay a solid foundation of public interest for sustainable development of Chinese and foreign friendly relationship.
