Staffing of government affiliated institutions and posts are very important basis to teacher recruitment, appointment and the management of teachers. It is both a right and an obligation for staffed teachers of government affiliated institutions to be on duty. However, there is a severe phenomenon that staffed teachers from regular senior secondary schools of counties are “of government affiliated institutions but not on duty”. Some teachers who are qualified for teaching are no longer working as teachers due to being busy with other occupations. Some other teachers who are teaching also takes a share of jobs that are not very related to their own duty, which made the number of teachers who are actually on duty insufficient, the positioning of posts unclear, backbone teachers short, allocation of disciplinary faculty incomplete and many temporary substitute teachers have to be used. It causes many negative influences on schools’ education and serves as an important reason for regular senior secondary schools of counties lags behind to key senior secondary schools on teaching achievements. This study aims to research and analyze the status quo that staffed teachers from regular senior secondary schools of counties are of government affiliated institutions but not on duty and explore the cause. It also puts forward strategies and suggestions to such issue.Currently the issue that staffed teachers from regular senior secondary schools of counties are “of government affiliated institutions but not on duty” is very serious. Teachers who are of government affiliated institutions, with some from the school’s management team and some other from non school education institutions, do not perform duty. This issue disturbs the normal order of school education and teaching, impacts students’ study, results in loss of some excellent students, even increases the gap between regular senior secondary schools and key senior secondary schools.School systems, the system of staffing of government affiliated institutions, teachers’ remuneration and teachers’ professional value make up the reasons for staffed teachers from regular senior secondary schools of counties are of government affiliated institutions but not on duty. In terms of school system, there are some loopholes including retarded management system, unfair internal allocation, unsound evaluation mechanism. The management system of teacher’s staffing of government affiliated institutions breaks away from schools’ practical requirements, does not reflect the requirements of new courses. Teachers’ staffing of government affiliated institutions can also be adjusted at will. Regarding teachers’ remuneration, teachers from regular senior secondary schools have uncompetitive salary and treatment. Furthermore, the professional value of teachers has changed, too.In a bid to address the problem that staffed teachers from regular senior secondary schools of counties are of government affiliated institutions but not on duty, four aspects including the management over staffing of government affiliated institutions, teachers remuneration, management system for teaching and administrative staff, the concept of teachers being on duty can be started with. The country should build thorough laws and policies for teachers on duty, intensify supervision, create and improve the penalty system. The government ought to improve the treatment for teachers from regular senior secondary schools of counties and stabilize the teaching body by guaranteeing teachers physical and psychological health, improving their social and economic status. Schools need to change traditional management modes and establish the management concept that is “teacher-oriented”. Teachers should set up a correct concept of being on duty by unifying their thoughts and raise their consciousness.
