The 16th conference of the CCP pointed out that learning society should be created, in which all the citizens should learn all lifetime, and a higher and newer requirements were proposed about the "construction of the teachers, the teacher work ethic and professional level". Since 2003,the Ministry of Education implemented the plan of the national education network union teachers; the continuing education training of the primary and secondary school teachers through the internet was involved into the internet education training system. Training the teachers with the help of the internet distance education will do a great favor to the teachers’ lifelong learning.With the rapid development and continuous update of the information technology, the internet-based way of the teachers’ continuing education was well accepted by teachers from all the provinces and cities, for which the administrative department of education of their area established the platform of internet continuing education based on the current education situation and the needs of the teachers to meet the needs of the teachers’ continuing education. The District of Shenzhen has attached great importance to education since it was established 30 years ago, it spares no effort to the development of education and has made remarkable achievements, established the learning platform of the continuing education of primary and middle school teachers in network, which will promote teachers’ learning in lifelong education. As a special economic zone and the window of Chinese reform and opening, Shenzhen leads the development of the information; as a foreign population city, Shenzhen has features different from other regions, therefore, this research is unique and exemplary, the survey on the situation of the network continuing education learning effects of primary and middle school in Shenzhen has certain value and significance.According to the six-month internship experience in Baoan District of Shenzhen, the author did observation, interviews and deep investigation and understanding on the learning effect of internet continuing education of primary and secondary school teachers in Shenzhen, analyzed the survey data, at the same time the author herself got involved into some online courses to study the current situation of internet continuing education and the problems and deficiencies of the teachers’ continuing education online. And then the author analyzed the factors that influenced the effect of the teachers’ learning, put forward some improvement strategies to promote the professional growth of teachers.Chapter 1 is the general introduction of the research, including the research background, research current status, research purpose and significance, research ideas and methods.Chapter 2 is the definition of the core concepts and the introduction of theoretical basis. Firstly, the author defines two core concepts relevant to this study:continuing education and internet continuing education. Secondly, the author introduces four basic theories:the theory of lifelong education, constructivism learning theory, modern distance education theory and humanistic learning theory, and carries on simple analysis to the four theories.Chapter 3 is the investigation on the learning effect of the internet continuing education about the primary and secondary school teachers in Shenzhen at present. The author designs the questionnaire and the outline of the interview from five aspects, which are the learners, teachers, internet curriculum resources, internet learning support environment and the internet learning evaluation. By asking the experts, trial-test, investigation and the interview, the author knows the situation of learning through internet continuing education of the primary and middle school in Shenzhen.Chapter 4 is the analysis of the factors that influence the learning effect through the internet continuing education of the primary and secondary school teachers. According to the statistics of the questionnaire, the author analyzes the learning status of the teachers through the internet continuing education in Shenzhen, summarizes the problems and deficiencies that exist as follows:the learners’ inadequate understanding, the weakness of the learning initiative and the singleness of the learning method; teaching ideas backward and the singleness of the teaching strategy; the incomplete of the setting of curriculum content, the lower level of the subject resource construction and application; the imperfect of the learning platform construction and the lack of learning support service system; the incomplete of the evaluation system and the singleness of the evaluation form.Chapter 5 is the strategies that are proposed to improve the learning effect of the primary and middle school teachers through the internet continuing education. Due to the analysis of chapter 4, the author proposes the corresponding strategies, as follows:updating the ideas to establish the concept of lifelong education; locating the teacher role, optimizing the teaching strategy; completing the platform and its resources, enriching curriculum content; improving the management of teaching, strengthening learning support service system construction; perfecting the evaluation system, paying attention to the diversity of evaluation. It needs the joint efforts of all the teachers and the administrative department of education to improve the learning effect of primary and secondary school teachers through the internet continuing education and promote the development of the professional ability, to reach the goal of lifelong learning, and it is a problem that needs long-term attention. The author hopes that the several suggestions for improvement of the learning effect of the primary and secondary schools teachers through internet continuing education will do some aids to the smooth development of the internet continuing education for the primary and secondary teachers in Shenzhen.Chapter 6 is the summary and prospect. The author makes a simple summary to this research, explains the results of the research and the deficiencies to be improved. Finally, the author makes a prospect on the internet continuing education for primary and secondary school teachers.
