In the 20 th century, life-long education and learning society as two kinds of education ideological trend were spread and identified widely in the global scope. Community as a specific unit of society and basic cell of the city, creating a learning community has the vital significance of building the learning society and the learning city and has the vital significance of improving the quality of the community residents, promoting the construction of a harmonious community and promoting the sustainable development of community. This paper discussed related concepts of learning community and introduced the learning model of community development experience of Beijing, Shanghai and other domestic city. Furthermore, this paper put forward the problem in the process of building learning community combined with the current situation of the development of a learning community in our country. Then, we analyzed the reason why exist the problem in the process of creating for a learning community used Peter Senge’s five uniting learning organization theory as the support. At last, we put forward the efficient way of learning community construction.This paper concludes seven parts to research on the theme of "learning community". The first part is introduction, mainly discussed about the research background, research purpose and research meaning, related research about learning community at home and abroad and this paper’s basic contents, research ideas and innovations, providing the necessary foundation and ground information; The second part is the theoretical basis for a learning community. This part mainly defined the core concept of “community, community education, the learning community”. In the meantime, this part introduced Peter Senge’s five dimensions of learning organization;The third part discussed the current situation of the learning community construction of our country and introduced Shanghai, Beijing, Dalian’s learning community development models. And on this basis, we compared three learning community development models and use experience for reference; The fourth part mainly introduced the problems of the construction of learning community in our country, including weak awareness of joint building learning community, lack of resources in necessary, insufficiency of residents’ learning initiative, community management system is out of balance, low level of community construction; The fifth part use Peter Senge’s learning organization theory of the five dimensions analyzed the problems of construction of the learning community in our country; The sixth part aims at providing a feasible path to solve the problems in the process of building a learning community, including cultivating the residents’ shared vision,strengenthing and improving the community resources support and integration, cultivating residents life-long learning concept, establishment of a democratic and effective administrative management system, making the learning-oriented community development plan systematic;The last part is summarization. This part mainly put forward the shortage of this paper. At the same time, we prospected the future research of learning community.Learning community construction as a complicated system engineering, was still in the stage of exploration, there are a lot of the theoretical and practical problems need to solve to direct the learning community construction going into mature and sustainable development track eventually, promoting the construction of learning society.
