Research On The Realization Path Of Public Sports Service System

Development of public sports service system is effective method to achieve our service-oriented government functions in our country, is the present stage meeting the sports needs of residents, improving the body quality of residents, the important carrier of national fitness system, is an important way to realize the dream of a powerful sports nation, also the crucial part to accelerate the realization of an important part of public service. But how to realize the development of public sports service system, how to realize the public sports service in the multi racial and economic inequality in landing and accelerate the improvement of the construction of public sports service system, is still a major issue, which is placed in front of the government and theoretical researchers.Chengdu City, Chenghua District Tourism Bureau has been trying for years to build the national advanced unit of national fitness. Great progress has been made in the last three years, Chenghua District according to their actual situation, the regional tourism resources and the combination of sports development, attractions, facilities, rivers and sports activities in the region to carry out brand building, resource planning, giving full play to the leading role of Chengdu University of Technology, University of Electronic Science and technology of large enterprises, optimization and integration of sports the development of resources, innovative service mechanism of public sports, sports and tourism resources, promoting the complementary needs of the residents and sports service supply to sports infrastructure, scientific layout, social sports resources sharing, initially built a development of public sports service system with the characteristics of Chenghua District. Through the Chenghua District public sports service system of empirical analysis, is conducive to the public sports service system theory to explore the practical application, but also to other areas of public sports service system construction to certain revelatory effect.This paper was based on the related domestic and foreign scholars on the public sports service system theory, discusses the domestic and foreign public sports service system for the development of several typical models, analyzes the practice path of Chenghua District public sports service system, and the difficulties existing in practice, put forward the corresponding countermeasures and suggestions. Firstly in the study,I make a summary about public sports service system based on the theory, the connotation of public sports service system for the new definition, and elaborate the public sports service in China’s development history, realize the significance and the typical path to achieve. Secondly, the comparison and analysis of the domestic and foreign public sports service system with a representative of the significance of the model in Europe and America, the Japanese and Korean model, Guangzhou, Jiangsu Wuxi mode Zhangjiajie of Hunan and mode, summarizes some enlightenment of the construction of public sports service system, namely the construction of public sports service system is a continued forward system engineering, we must to have a good economic foundation support in the realization of the public sports service system to really play the leading role of the government, the development of a scientific system of long-term planning, overall planning all aspects of factors, selecting suitable for the actual situation of their own path. Ohterwise, by using of interviews and questionnaire, I analyze and describe the development status of Chenghua District public sports service, find out the Chenghua District public sports service and the construction of national standard gap and deposit problems,according to the actual situation of regional development of Chenghua District public sports service system which is the integration of development, tourism and sports resources large enterprises advantage and sports activities to carry out a good foundation, a clear guiding ideology, basic principles and main ideas of the development of Chenghua District public sports service system which is developed in Chenghua District recently, medium term and long term target of "three steps" strategy, puts forward the characteristics of leisure sports fitness activities, events, brand building construction sports volunteers, promoting public sports information service modernization and tourism and sports a combination of public sports service implementation path. In this paper, through a study visit, the experience of Chenghua District Construction of public sports service is summarized, that is to play good government leading role and institutional supply function, combined with regional social resources and natural resources advantage, make a long-term planning for the construction of the public sports service system, establishing a public demand for sports team of volunteers by using region sports human resources. Finally, based on the analysis of the difficulties encountered in the Chenghua District public sports service development, such as lack of funds, information service platform construction is lagging behind, sports volunteer team has not yet formed scale, constitution monitoring center has not yet formed a system, and to solve the problem to propose to expand financing channels and improve efficiency in the use of funds, the construction of a real-time convenient information service platform, strengthen volunteer team construction, relying on universities and hospital facilities physique monitoring center and the corresponding countermeasures and suggestions.
