As the urbanization in China is booming at an increasing rate, a growing number of migrant workers are flooding into cities and towns, and, of course, their children are moving along with them. According to the requirement of the national policies, the government shoulders the responsibility of ensuring the educational rights of the children. Therefore, to ensure and guarantee the right of the children of migrant workers to receive education can not only promote educational equality, but also improve the overall quality of the entire nation.The municipal government of Changzhou City has attached great importance to solving the educational problems of children of migrant workers and has taken initiatives to implement the policy "identical treatment". This paper examines the evolving processes of the policy and clarifies the connotation of this concept. Depending on the clarification and by means of field surveys, questionnaires and individual interviews, we conduct a detailed research on the current situation of the implementation of the "identical treatment" policy in the urban and suburban schools of Changzhou City. After the research, we come to realize that, on one hand, the children of migrant workers have basically enjoyed the same and equal chances of enrollment and entering into a higher school as those in the city. Besides, they can enjoy the equal opportunities during the process of receiving education as well. On the other hand, it is noted that a large number of problems have appeared during the implementation of the "identical treatment" policy. In this paper we analyze the difficulties and problems from a micro-level in terms of five dimensions:the government, schools, teachers, parents, and students. In this way the causes of the problems are reveled.The current situation of the implementation of the "identical treatment" policy also indicates that the educational policy needs the support and cooperation of other policies; school education needs the support of the whole society; teachers need the support of parents. At the same time, parents need to learn some scientific methods and approaches; students need psychological adjustment and adaptation. In this regard, this paper proposes some suggestions for the implementation of this policy. It is expected that the government should interact with different parties in order to ensure the effective implementation of identical treatment. As for schools, they need to take the initiative to create a smooth and quiet campus culture. Teachers can cultivate a merit of humanistic care, while parents need to cooperate with schools and teachers to build up correct values about their children and education. Last but not least, students should integrate into education actively and inspire their inner strength for self-pursuit.
