All long, American basic education is going forward in pursuing equalization. The ethnic composition of the United States is complex, including blacks, immigrants and Indians. They had fought for the right to education. As a nation of immigrants, Canada’ ethnic composition is also complex, thus reflets amalgamation in the development of basic education.Factors affect the equalization of basic education in America and Canada are many. Both nations share the same characterastics, such as the civil rights movement, the industrial revolution, economic globalization, multicultural ideology and so on. Both countries existed apartheid, which had hinderde the fair development of basic education. In order to promote the development of basic education, the United States and the Canadan federal had taken many effective measures, such as established financial transfer payment system in the investment of education funding. The only difference lies in that the United States pay more attention to the equal of distribution, while Canada pay more attention to the effective control of the funds, which even establish a strict allocation criteria. As to bilingual education, both nations focus on the quality of the teachers and the training of the teachers, thus conduct a variety of training and welfare systems.But the way they have taken different. On the construction of information, both countries have focused on the role of information technology in education. But the United States are more likely to build a resource repository, yet Canada pay more attention to using the internet for teaching communication and evaluation.As nation-states, United States and Canada’ basic education will inevitably encounter similar difficulties as our nation’s in the development. Through the research of their balanced measures in the development of basic education, we can learn many useful lessons to promote the development of our nation ’ basic education.
