With the depth of the development of education reform, Education in China has entered a new historical stage. The school as the main front of an educational reform, have gone through a huge change. In our secondary schools, the principal is responsible for the implementation of the system. Principal as the first head of the school, its educational philosophy and leadership style and other factors plays a vital role on school development. The study of secondary school principals under school reform background is conducive to improve our country’s educational leadership theory and has important practical significance to improve the secondary school principal’s effectiveness of the work.Secondary school principals under the school reform background is the actual force and it refers to in a particular leadership system and leadership environment, school principals to achieve organizational goals, to exert influence on students and staff and the like. From the perspective of principal professional duties, leadership of principal includes school development leadership, education’s cultural leadership, course teaching leadership, teacher growth leadership, internal management leadership, external environmental leadership. On the basis of relevant literature, author combines of interview method and questionnaire method to investigate Z City’s two secondary schools’ principals and some teachers. First, some teachers in two secondary schools were investigated and author seeks to obtain an objective assessment of the principals from the perspective of teachers. Secondly, the headmasters of the two schools were interviewed face to face, and author strive to get the most realistic first-hand information. Survey results showed that the level of secondary school principals leadership development is uneven. Part of the principal leadership is remarkable represented by the S Secondary School Principals. Meanwhile, there is a big difference between the principal in the development of individual attainment, educational philosophy, school management methods. On the one hand, it related to our translations of principal management system. On the other hand, some of the principal’s professional role is unclear and the professional standards for principal is failed to fully understand.To enhance the principal leadership is a complex project. It both needs the protect of the external principal management system and the principal’s own subjective effort. First, it should improve the management system and guarantee the development of the principal principal leadership. It refers to sound principal qualification system; improve principals professional training system; establish a scientific principal evaluation system innovate principal incentive mechanism. Second, it should improve the overall quality of their principal and promote the development principal leadership. It refers to grasp the meaning of the principal leadership and learn advanced leadership theory; clear principal professional role and strengthen principal self-leadership training; emphasis on the leading role of principal professional standards and enhance the professionalism of the principal; use distributed leadership and transform principal personal leadership mode.
